Commission OKs rezoning property on Pulaski Highway

The Lincoln County Commission approved the rezoning of property at 2313 Pulaski Highway from A-1 (agriculture, forestry, rural residential) to A-2 (suburban residential) during the March 17 meeting.
Lincoln County Planner Traci Perkins said the rezoning (File #2026 R-3) for parcel map 55, parcel 18.00 owned by Charles English was given a favorable approval by the Lincoln County Planning Commission on Feb. 2, 2026. She said the Lincoln County Commission called for a public hearing and vote at the regular February meeting.
Perkins said the applicant is asking for the A-2 zoning so they can divide the 1.52-acre property into two smaller parcels. According to Perkins, property owners zoned A-2 have to have a minimum of .7 of an acre or 30,000 square feet. She said if rezoned to A-2, it can be divided into two lots.
“They have remodeled one of the homes on the lots and then there’s more land they could divide off and possibly put a house on or something to that effect,” Perkins said.
Perkins said all properties around are A-1 and the property is “sandwiched between Boones Hill Road and Pulaski Highway because of the driveways there.” She said more than likely that would be addressed because the new parcel currently without a house would be entered off Boones Hill Road and the driveways wouldn’t be too close. She said the property is not in a flood hazard area.
District XX Commission Bonnie Caldwell asked if water was available on the new property.
Perkins said the property has Fayetteville Public Utilities and part of the subdivision process is that property owners have a meter on each lot. “They can’t share meters,” she said. “You can’t have it off at the road or anything like that. It’s got to be on the lot itself.”
District 1 Commissioner David Sanders made a motion to approve the rezoning. It was seconded by District 4 Commissioner Charles Hunter and unanimously approved by the Commission.
Other items included:
• Approving to hire Lincoln County Attorney Ed Simms as the delinquent tax attorney for the collection of the 2024 delinquent taxes.
• Approving a budget amendment concerning funds totaling $525,716.54 for the water line upgrades in the county through the ARP (American Rescue Plan Act) water grant. Finance Director Jason Nix said the funds came in after the budget committee meeting so an amendment was needed. He said the money is the state’s and water department’s money and the County is a “pass through.”
• Approving changes to a professional services agreement for municipal code enforcement. The agreement, which included the fee schedule, was reviewed by Attorney Simms. Simms asked that some changes be made. Those changes included the ending date of June 30, 2026, an addition to the address and a change of venue for any disputes (Davidson County needs to be changed to Lincoln County.)
• Approving to possibly approve a school internet multi-year (3 years) contract for Lincoln County Schools. The school system has to get approval from the County Commission for any multi- year contracts. The approval gives the school system permission to sign a contract for school internet that comes in with the best bid.
• Approving a Chromebook multi-year lease contract for Lincoln County Schools pending the comptroller’s approval.
• Approving a resolution to be sent to the comptroller concerning the Chromebook multiyear lease contract for Lincoln County Schools.
• Approving to surplus Lincoln County Emergency Management Agency and Fire property to be sold at public auction.
• Approving a quitclaim deed from Goodman for nine acres to Lincoln County for a new animal control/shelter building in the future.
• Approving a renewal for a multi-year contract with Pitney Bowes.
