Charles E. Phelps, 87, of Lynchburg, passed away on Wednesday (June 19, 2019) at St. Thomas Rutherford. Charles was born on April 14, 1932 in Lincoln County to the late Floyd E. and Cora Bell Phelps. He was a member of Lois Church of Christ and The Elk River Antique Tractor Association. He worked as a farm equipment mechanic for Yearwood and was a volunteer firefighter. Survivors include his children, Debbie Page of Estill Springs, Sandra Phelps (Dan) Freeland of Tullahoma, Thomas E. (Thereasa) Phelps of Kelso and Larry Lee (Angela) Phelps of Mimosa; nine grandchildren; 14 great-grandchildren; and three great-great-grandchildren. In addition to his parents, he was preceded in death by his wife, Doris Stevenson Phelps, and two grandchildren. Graveside funeral service will be conducted at 12 p.m. on Saturday, June 22, at Mulberry Cemetery. Visitation with the family will be held from 10 until 11:30 a.m. on Saturday at Higgins Funeral Home. In lieu of flowers, memorials may be made to the Dellrose Volunteer Firefighter Tractor Ride, PO Box 371, Fayetteville, TN 37334. Higgins Funeral Home is honored to be serving the family.
