The body of a 23-year-old Huntsville man was recovered from Elk River Saturday afternoon by Fayetteville Fire Department Water Rescue team and the Lincoln County Emergency Management Agency Swift Water and Dive team, according to K-9 Patrol Officer Andy D. Rodriguez, who responded to the call of a possible drowning at the river access on Wilson Parkway.

Upon arrival, Rodriguez said he “went to the CVS side” with fire officials while officers Preston Cantrell and Dalton Henderson remained on the Wilson Parkway side. Officials with the Tennessee Wildlife Resources Agency were also called to the scene.

After next of kin was notified, the victim was identified as Samuel Ramirez Garcia.

Rodriguez stated in his report that statements were taken from Garcia’s co-workers who were present at the scene. However, he said there was a language barrier. 

During recovery attempts, a wallet containing containing the victim's identification was given to Rodriguez. 

He said witnesses and co-workers had left the scene prior to recovery of the body but he was able to speak to the construction supervisor where the victim was working, who put him in touch with a family member who positively identified Garcia.
