Laura Monks, (left) director of the Motlow College Fayetteville Center and incoming president of the Fayetteville/Lincoln County Chamber of Commerce, presents Lucy Williams with a plaque recognizing her service as the 2011-12 Chamber president. Carter, who works as editor and publisher of The Times, received the honor during last week’s 46^th Annual Chamber Membership Banquet.
