Dr. Carl Bailey is the featured speaker when the Vietnam Era Veterans meet on Thursday, Feb. 7, at 6:30 p.m.
The meeting will take place at the American Legion Post #23, 721 Kingree Road, Shelbyville. The cost is $10 per person, which includes a home-cooked meal.

Dr. Bailey was born in Michigan in 1937 and has two brothers and a sister. He was raised in a well-to-do family with a business-owner father and a “stay at home” mother. He moved to California at age 16.
He served in the U.S. Marine Corps for 28 years and specialized in law enforcement, criminal investigations and counter intelligence. He completed assignments with the CIA and NSA.
After retirement from the service, Dr. Bailey completed a 46-year career in law enforcement, security management and investigations. He served in military, municipal and federal agency environments.
He attended and received degrees from the University of California and from Antioch University. He holds doctoral degrees in Social Psychology and Public Administration.
Bailey served the city/county of San Diego as Emergency Management Director and completed a working career in the capacity of Security Police Chief of Scripps Hospital Corporation in charge of five hospitals.
He retired in 2004 and moved to Shelbyville with Deborah, his wife. From 2005-2009, he served Bedford County in the Department of Emergency Management as programs manager for severe weather sheltering, severe weather communications and Avian Influence Response. He founded the CROSS Project Corporation in 2008 and currently serves as the chief executive officer.
